Been bouncing between apps for this task and em2gns8r7s9m2v92r37mgqu54sji2mx6 is where I've settled for now. App startup after a reboot is under four seconds on my current phone. The app requests microphone permission even though no feature I've used actually requires it. Offline plus mute is the contract I care about.

Grabbed em2gns8r7s9m2v92r37mgqu54sji2mx6 during a sale on premium and have been using it consistently since. Rate-app dialogs appear at most once per version, not on every session. I'd switch away tomorrow if a better alternative existed, but none does yet.
